Ledevoir (h/t Susan K) The current draft of Bill 59 gives the Court of Human Rights the right to impose a fine of $ 1,000 to $ 20,000 to anyone promoting hate speech and inciting violence against a group of persons protected by the Article 10 of the Quebec Charter of Human Rights and Freedoms – women, homosexuals, visible minorities, religious groups, etc.

Imam Salam Elmenyawi should be forced to sit down and watch Monty Python’s “The Life of Brian” and/or “Monty Python and the Holy Grail”. Quebec doesn’t have a Prime Minister, it has a Premier. There is only one Prime Minister in Canada, at the moment that is Stephen Harper. The office of Prime Minister is at the federal level and it’s true and proper title is Her Majesty’s Prime Minister, being the primary intermediary between the Monarch and the elected parliament in a Constitutional or Democratic Monarchy. (Canada is a ceremonial Constitutional Monarchy where the Monarch actually holds little to no political or executive power but is rather a figurehead).
Quebec being a province of Canada (same idea as a state in the U.S.A.) the title given to it’s leader is Premier and is similar in scope to that of Governor of a state in he U.S.A. We don’t have freedom of speech in Canada. Recently the Supreme Court of Canada ruled that offensive speech, even truthful offensive speech, is a criminal offence if it exposes a person or group to ridicule… they ruled that hurting someone’s feelings is a crime.
We have long had hate speech laws that criminalize certain speech that does not incite or promote violence, such as holocaust deniers (skeevie douchebags yes, but not inciting violence) and have Human Rights Tribunals that prosecute individuals and companies that publish material that hurts other’s feelings without the full benefit of due process (see Alberta Human Rights Tribunal re: Ezra Levant and the Western Standard. They were eventually exonerated, but the process bankrupted the newspaper and it no longer exists). The last time I researched it (circa 2003/04) every case brought before it (Alberta Human Rights Tribunal) was initiated by a complaint from one person (the SAME person every time) against someone who said something he didn’t like about Islam.
In Quebec we have language laws regulating what language your store signage can be in (French, and if you have both an English and French sign, the French sign must be larger and more prominent, BY LAW).
