The National Council of Canadian Muslims (NCCM), formerly CAIR-Canada, demands that the Canada Revenue Agency stop profiling Muslim charities for allegedly funding terrorism.

NCCM On March 29, the National Council of Canadian Muslims together with the Institute of Islamic Studies at the University of Toronto, released a report titled “Under Layered Suspicion: A Review of CRA Audits of Muslim-led Charities”. On the same day, Canadian Muslim leaders met with MPs and leaders from every party to discuss the findings of that report.



Our findings suggest that there is a basis for the longstanding community concerns about the CRA that we had been hearing about. We found that the CRA has implicit biases and practices that unfairly target Muslim charities in Canada largely as a result of national security concerns. You can read our groundbreaking report here.
The report shows how these supposedly ordinary audits were coloured by Canada’s Risk-based Assessment Model, highlighting anti-terrorism financing and counter-radicalization policies. Through this assessment, Canada has identified 100% of terrorist financing risk to be coming from groups that implicate racialized and religious minorities, of which 80% of that risk is identified as coming from groups associated with Islam or Muslims.

The Canadian government taking a strong note on terror funding has decided to suspend a leading Canadian Muslim charity and has also fined it for allegedly funding terrorists and creating instability in the Kashmir region.
According to the reports, the Canadian Revenue Agency (CRA) has suspended Islamic Society of North America-Canada (ISNA- Canada) for funding $136,000 to a group allegedly linked to Islamic terrorists in Kashmir. The CRA has said that the Islamic charity organisation has been banned for a year from September 12 and has also ordered the charity to pay a fine of $550,000.
The Canadian government auditors have alleged ISNA-Canada had “failed to conduct any meaningful due diligence” when it transferred $136,000 to the Kashmir region, where the terrorist groups like Hizbul Muhajideen (photo below) have been fighting Indian troops. The CRA said that the Islamic charity has acted as a ‘conduit’ for many organisations which supports terrorist activities in other countries.

“It is the CRA’s view that the society’s resources may have, directly or indirectly, been used the support the political efforts of Jamaat-e-Islami and/or its armed wing of terror group Hizbul Mujahideen,” according to CRA documents.
CRA audit documents reportedly allege that ISNA-Canada donated $90,000 to the Relief Organization for Kashmiri Muslims (ROKM) between 2007 and 2009. The audit documents also revealed that ISNA-Canada funded an additional $46,000 to the Kashmiri Relief Fund of Canada, which had also previously raised additional funds for the ROKM, according to the CRA.
According to CRA reports, the ROKM is considered to be the “charitable arm” of Jamaat-e-Islami, a Pakistani Islamist political party and it’s terror group Hizbul Mujahideen. However, the ISNA-Canada has denied all the allegations levelled against it by the CRA.
Outlining the audit findings in a letter to ISNA Islamic Services , federal officials said Hizbul Mujahideen had been listed as a “terrorist organization by the Council of the European Union and the government of India”. Adding, “Given the identified commonalities in directorship between ROKM and Jamaat-e-Islami and the Hizbul Mujahideen executive committee, concerns exist that the funds collected and disbursed as part of this relief fund may have been used to support the political efforts of Jamaat-e-Islami and/or its armed wing Hizbul Mujahideen.”

This doesn’t mean, of course, that Muslim-led charities never do anything wrong. Our report finds, however, that the CRA profiles Muslim-led charities in ways that others aren’t.
What is perhaps even more concerning is that the CRA national security apparatus was given further funding in Budget 2021.

On the day we released the report, we called on Muslim community leaders from across the country to join us for a full day of virtual advocacy with federal politicians. We came together with one goal: stop CRA profiling of Muslim charities.

CAIR Canada wants to be able to fund terrorism (which is Islam) with impunity. Hopefully, all Western countries will put a stop to it. They are not stronger than we are. Throw Islam/terrorism/jihad into the garbage can!
It couldn’t be that the Muslim charities are in fact involved in money laundering and funding world terrorism, can it?
The revenuers should double down on their audits of these “charities.” As they say, “follow the money.” What the government currently knows about these organizations is probably only the tip of the iceberg.
And, if the charity is truly legit, and the government audits only show donations to baby Ahmed’s cancer care, a post Ramadan feast, new prayer rugs and books,for the mosque, etc., the government will soon lose interest in auditing them.
