While a rapist is certainly a rapist we know that the Muslims’ numerical share in such crime is is over-represented in any non-Muslim host society.
And if these rapists had a choice between a veiled Muslim and an uncovered non-Muslim woman or girl who do you think they would go for in first place?

Islam’s all for modest attire in women, yes. Something I support. But men are expected to lower the gaze if the woman isn’t related to you. You’re allowed to ignore her completely if she wears something provocative.
If enough men learn to ignore girls who act vulgarly, that’ll knock sense into them. And they’ll choose not to dress like harlots, but covering the hair isn’t really a part of this. Even three decades back, I didn’t see that many women cover their hair and I’m talking about my native village in South Asia.
Turns out you can ignore the parts of Islam that feel inconvenient.
