Good question. I’d prefer Japan, because at least I can still speak the language, although nowhere near as fluently as I did a long time ago.
Also, there are many fewer Muslims in Japan than Israel.
I remember my friend lived in Tokyo for a couple of years. He told me a cup of plain coffee cost $5 and that was back in the early 2000s. He did say that he always felt safe in Tokyo regardless of whether it was 2am or 11pm.
Did you ever visit the famous bathing snow monkeys that have their own bath built by the people of JP especially for them? Those snow monkeys are some tough little primates. I don’t know how they survive the brutal winters of JP. I read they actually eat pine cones during the winter! I’ll bet they wish they had settled in Taiwan rather than JP.
I never made it up that far north. But I felt the same way as your friend. Even as a woman alone, I never had any fear of walking around Tokyo, or anywhere else in Japan, late at night.
I loved it too, I was there for two weeks in 2017, I spoke enough of the Tokyo dialect and people spoke with English, any hour of the day I could walk out and be safe in the streets.
I’m guessing parts of Judea and Samaria (Nablus?) are hardly as safe as Tokyo — especially if you’re Jewish.

I found Shinjuku really safe, or even when I went more out into the countryside and was definitely alone, locals were very helpful with directions. Or telling me my bag was open : )
I was in a Tokyo subway station and didn’t realize I had dropped a coin on the floor, probably worth about 10 cents and this little old Japanese lady ran up to return it to me. Things like that aren’t rare in Japan and made me love the country even more. I lived with a Japanese family when I was a student there and they were wonderful to me. I had a hard time understanding the father because he spoke with an Osaka accent. So the mother had to translate a lot of what he said to me in regular Japanese.
I remember there were some Japanese exchange student girls on my block back when I was in high school. My friends and I were playing basketball (we had a basketball hoop and backboard on our front roof overlooking the driveway). They were getting quite a laugh out of my friends and I playing basketball. Their raucous laughter ended the game.
Japanese do tend to laugh a lot.

Not sure about now, but back then, the height of most Japanese men was too short for basketball. Baseball is their big sport.
