Looks a lot like Afghanistan with the hills in the background and the old reptile in the cart but it could be the Pakistan near Peshawar and the Khyber Pass. I drove once from Kabul to Peshawar in 2002 with a friend to pick up some goodies for the upcoming holidays at the Embassy but things seemed to be much friendlier at that time. You are most likely correct as I never paid any attention to the colors of the hijabs. The terrain of dry land with the hills in the background is my reason for thinking one of the two. On my final exit from Kabul, I was a passenger in a small six passenger airplane and there was only a sheet of orange-brown dust that looked like an ocean beneath us.
